Michael Joyner is chief actuary and director of Actuarial Analysis in the Chief Financial Officer division of the Texas Health and Human Services Commission. He oversees the team that sets the premiums Medicaid pays to the health plans in the state’s managed care system.
Joyner began his career at HHSC in 2014 as an actuary II and served as deputy chief actuary until he moved into his current role. Before coming to HHSC he worked in education, in defined benefit plan valuations, as well as in product design annuities and disability income insurance, where he mostly handled cash flow testing.
Joyner earned a bachelor’s degree in mathematics from Penn State University.
