Impact of COVID-19 on Vulnerable Populations in Texas

HHSC, in collaboration with the Department of State Health Services (DSHS), conducted a two-phase study on the impacts of COVID-19 on vulnerable populations in Texas. In Phase 1 of the study, HHSC published a series of dashboards (see Archived Dashboards below) and an accompanying report detailing available data sources and early demographic trends associated with COVID-19. The Phase 1 report was released in January 2021.

Phase 2 of the study, released in December 2022, reports the results of approximately 30 in-depth studies conducted by HHSC and DSHS analysts. These studies include: 1) an analysis of COVID-19 outcomes and HHSC program enrollment across demographic categories over time, including age, race/ethnicity, and geography, 2) a collection of studies examining why certain vulnerable populations experienced elevated rates of COVID-19 diagnoses, hospitalizations, and deaths, including the role of demographic characteristics, comorbid conditions, and community-level social vulnerability, and 3) an analysis of the indirect impacts of COVID-19 on HHSC programs, including program enrollment and health care utilization.

While Phase 2 of the study was under development, HHSC maintained and updated the project dashboards, allowing users to visualize high-level descriptive trends related to the impact of COVID-19 on different populations. Since the release of the Phase 2 report, the archived dashboards below are no longer being updated. For updated COVID-19 data and statistics, please visit the DSHS website.
