Policies and Rules

To be good stewards of the public trust, Health and Human Services employees and contracted providers must follow state and federal rules and statutes when delivering services to eligible Texans. HHS also takes into account stakeholder input when new rules and policies are being written to ensure interested parties can contribute to the process.

  • Health and Human Services Rulemaking provides information about rulemaking actions at the Health and Human Services system.
  • The HHS Human Resources Work Leave Policy (PDF) explains the leave policies that apply to all employees of Health and Human Services agencies.
  • The National Voter Registration Act requires that people applying for long-term care services are offered the opportunity to register to vote.
  • Older American’s Act supports a range of home and community-based services, such as nutrition programs, in-home services, transportation, legal, elder abuse prevention and caregiver support.
  • The Texas Administrative Code is a compilation of state agency rules in Texas.
  • Waivers are vehicles states can use to test new or existing ways to deliver and pay for health care services in Medicaid and the Children's Health Insurance Program (CHIP).
