HHSC accepts suggestions for clinical initiatives to improve the quality and efficiency of Medicaid services from the following groups as directed by Senate Bill 1542 of the 2013 Texas Legislature:
- State legislators
- Commissioners of state health and human services agencies
- Medical Care Advisory Committee
- Physician Payment Advisory Committee
- Electronic Health Information Exchange System Advisory Committee
Each clinical initiative will undergo a preliminary review (Texas Administrative Code, Title 1, Part 15, Chapter 354, Subchapter L, Quality Improvement Process for Clinical Initiatives) which will determine whether the clinical initiative warrants a full analysis based on the pre-determined criteria and available staff resources in the agency.
Proposals that warrant further analysis will be posted on this website for public comment for 30 days. HHSC staff will conduct a comprehensive analysis after the public comment period closes, and a final report will be published within six months of the proposal’s submission date.

Proposals may be submitted using a paper form (PDF). Submitters are encouraged to complete the paper form and then email the form as an attachment. Paper forms may be emailed to: SB1542 Clinical Initiatives.
