Information for Community Living Assistance & Support Services (CLASS) program providers in Texas

Texas HHS maintains CLASS Choice Lists for applicants, individuals or legally authorized representatives to use when choosing a Case Management Agency and Direct Services Agency. The lists are maintained for each CLASS catchment area and are updated monthly

The Texas Health and Human Services Commission (HHSC) accepts applications from prospective providers through its open enrollment procurement process to contract for the Community Living Assistance and Support Services (CLASS) Medicaid waiver program. Under the open enrollment process, contracts are awarded on a noncompetitive basis to eligible applicants meeting the qualifications and other requirements established by HHS. There is no end date or dollar amount associated with the contracts awarded through this solicitation.

Texas Health and Human Services contracts with licensed agencies to provide personal assistance services to people who have physical disabilities who are mentally and emotionally competent and willing to supervise their attendant or have someone who can supervise the attendant for them. The individual interviews, selects, trains, supervises and releases their personal assistants. Health-related tasks are prescribed by physician.

Home Delivered Meals provides nutritious noontime meals delivered to people in their homes on a scheduled basis. Meals may also be delivered to a location other than an individual's home, provided the location is within the provider's service area and is approved by the case worker. Those eligible for HDM are aged 18 years or older. An interest list is maintained for people interested in applying for this program. This page contains information for HDM providers.

Electronic Visit Verification (EVV) is a computer-based system that verifies the occurrence of authorized personal attendant service visits by electronically documenting the precise time a service delivery visit begins and ends. Texas requires EVV for certain Medicaid funded home and community-based services provided through HHSC and MCOs.

HHSC has posted the notice “Electronic Visit Verification (EVV) Transition: You Must Take Action Now!” (PDF) for program providers, financial management services agencies (FMSAs) and Consumer Directed Services (CDS) employers to review.

Medicaid and CHIP Services (MCS) is hosting monthly meetings for Providers and Financial Management Services Agencies (FMSAs), who use the Long-term Care (LTC) Online Portal for the Home and Community-based Services (HCS) and Texas Home Living (TxHmL) waiver programs.

Program providers, financial management services agencies (FMSAs) and Consumer Directed Services (CDS) employers transitioning to the new state EVV vendor, HHAeXchange, are responsible for completing all required visit maintenance (including visit maintenance unlock requests) in their current EVV vendor system, DataLogic/Vesta or First Data/AuthentiCare.
