The Hemophilia Assistance Program (HAP) helps Texans with hemophilia cover their treatment costs. Assistance is provided with blood factor replacement products or reimbursement for health insurance premium payments. While a HAP client may receive blood factor replacement or health insurance premium assistance in the same year, the client cannot receive both at the same time.

Who is Eligible for Services?
HAP is available to anyone who
- Lives in Texas.
- Is 18 or older.
- Has an income at or below 200% of the federal poverty guidelines.
- Has a diagnosis of hemophilia from a licensed physician.
- Is not incarcerated or a ward of the state.
- Is not eligible for Medicaid or the Children’s Health Insurance Program (CHIP).
- Is not currently receiving benefits from the Children with Special Health Care Needs Services Program.
How do I Apply for Services?

- Required documentation:
- Proof of residency
- Proof of income
- Proof of insurance
- Proof of self-employment (if applicable)
HAP does not require original signatures on the program application. The program accepts applications and supporting materials by fax, mail or email.
