A Rural Health Clinic is a clinic located in a rural area designated as a shortage area. It may not exist as a rehabilitation agency or function primarily as a care and treatment facility for mental diseases.

Many people with mental illness and/or intellectual and developmental disabilities can safely live in a community setting while receiving the support services they need. PASRR is a process that helps ensure people who need these supports are only placed in a nursing facility when appropriate.
