Information for Texas Medically Dependent Children Program (MDCP) Providers

Medicaid home and community-based services provide opportunities for people to receive long-term services and supports in their own home or community, rather than in an institution or isolated setting.

Electronic Visit Verification (EVV) is a computer-based system that verifies the occurrence of authorized personal attendant service visits by electronically documenting the precise time a service delivery visit begins and ends. Texas requires EVV for certain Medicaid funded home and community-based services provided through HHSC and MCOs.

HHSC has posted the notice “Electronic Visit Verification (EVV) Transition: You Must Take Action Now!” (PDF) for program providers, financial management services agencies (FMSAs) and Consumer Directed Services (CDS) employers to review.

Program providers, financial management services agencies (FMSAs) and Consumer Directed Services (CDS) employers transitioning to the new state EVV vendor, HHAeXchange, are responsible for completing all required visit maintenance (including visit maintenance unlock requests) in their current EVV vendor system, DataLogic/Vesta or First Data/AuthentiCare.

To remain compliant with Electronic Visit Verification (EVV) requirements, program providers and financial management services agencies (FMSAs) transitioning to HHAeXchange or who have recently enrolled to provide personal care services (PCS), must complete onboarding and system user training before Oct. 1.
