The Quality Incentive Payment Program (QIPP) is a state directed payment program (DPP) which serves as a performance-based initiative to help nursing facilities achieve transformation in the quality of their services through implementation of innovative program-wide improvement processes.

Texas Health and Human Services contracts with licensed agencies to provide personal assistance services to people who have physical disabilities who are mentally and emotionally competent and willing to supervise their attendant or have someone who can supervise the attendant for them.
