Alternatives to Abortion Report for Fiscal Year 2022

The 2022 Alternatives to Abortion Report includes: an introduction to the HHSC A2A program, the total number of A2A providers, total number of unduplicated clients served by each provider, a description of A2A outreach efforts by providers and HHSC, total expenditures by method of financing, total contract amounts by provider, and outcome measures included in contracts with providers.

Cost Effective and Clinically Appropriate Methods to Deliver Dialysis Services in the Medicaid Program FY 2022

This report reviews the Medicare End-Stage Renal Disease Treatment Choices model, value-based purchasing models for dialysis services and innovative models of delivering services to persons with renal disease, alternatives to providing dialysis to persons under emergency Medicaid, and how other states have been able to modify implementation of their Medicaid program to increase options in providing dialysis.

All Texas Access Report FY 2022

All Texas Access is a legislatively directed initiative that focuses on increasing access to mental health services in rural Texas communities. HHSC is collaborating with the rural-serving local mental health authorities (LMHAs) and local behavioral health authorities (LBHAs) to focus on diverting more Texans with mental illness away from the criminal justice system and into treatment.

This report discusses regional plans from groups of local LMHAs and LBHAs serving counties with a population of 250,000 or less. These plans are designed to increase the capacity of LMHAs and LBHAs in providing access to mental health services while reducing the cost associated with various metrics.

Medicaid Benefits and Services Not Provided Under the Managed Care Model

Report on evaluation of the feasibility, cost-effectiveness, and impact on Medicaid recipients of providing benefits and services through the managed care model that are not currently provided through that model.

The Statewide Behavioral Health Strategic Plan Progress Report for Fiscal Year 2022 is prepared by the Statewide Behavioral Health Coordinating Council and discusses fiscal year 2022 progress and successes related to implementation of the Statewide Behavioral Health Strategic Plan.

Promoting Independence Plan 2022

The Promoting Independence Plan is Texas' comprehensive response to the Supreme Court's 1999 Olmstead decision, but also outlines a vision and guiding principle for the Health and Human Services Commission to provide a system of holistic services and supports that foster independence and self-determination for people with disabilities so that they may be able to live fully integrated into their chosen communities. The goals of the 2022 PIP reflect several key areas essential to achieving this vision.
