Sixth biannual report to provide an overview of HHSC’s efforts to coordinate with providers to identify and implement initiatives designed to reduce Medicaid recipients’ use of emergency room services as a primary means of receiving health care benefits and HHSC’s efforts to encourage Medicaid providers to continue implementing effective interventions and best practices that were developed and achieved under the DSRIP program.

The report gives the current waiting list and expenditure data for community health services for adults and children, forensic state hospital beds, and maximum-security forensic state hospital beds. This report covers quarters 3 and 4 of FY23 and quarters 1 and 2 of FY24.

The report assesses resident quality of life and care by reviewing at least 30 percent of the assisted living facilities, including those of varied license types, capacities, and geographic areas. The report fulfills the requirements of Texas Human Resources Code (HRC) Section 42.0412(e), which requires the Health and Human Services Commission (HHSC) to provide an annual report to the legislature that includes specific data concerning licensed day care centers.

Texas Health and Safety Code §242.005 requires HHSC to prepare an annual report on the operation and administration of its responsibilities under Chapter 242.

This report evaluates the use of benefits under the STAR Health program for children in foster care to better coordinate the provision of Medicaid healthcare services.

The Texas Cares report for fiscal year 2023 is submitted in accordance with Texas Health and Safety Code, Section 65.204, which requires the Health and Human Services Commission (HHSC) to submit an annual report to the Governor, Lieutenant Governor, Speaker of the House of Representatives, and standing committees of the Legislature with primary jurisdiction over the program.

Written report to the Executive Commissioner on the State Medicaid Managed Care Advisory Committee activities and policy recommendations on the statewide implementation and operation of Medicaid managed care in 2022-2023.
