The presentation covers HHSC’s Legislative Appropriations Request (LAR) for Fiscal Years 2024-2025. In includes an overview of the agency’s mission and vision, key functions, and organizational structure, as well as key budget drivers and Medicaid & CHIP caseloads. It also provides summaries of HHSC’s LAR and Exceptional Item Requests.

Kidney Health Care program and the Chronic Kidney Disease Task Force would like to post the attached State Plan for Chronic Kidney Disease Treatment on the HHS website in order to provide a link to stakeholders.

Senate Bill (S.B.) 916, 86th Texas Legislature, Regular Session, 2019, authorizes the Health and Human Services Commission (HHSC) to conduct a study to assess potential improvements to a patient’s quality of care, health outcomes, and anticipated cost savings to the state from supporting the use of or providing Medicaid reimbursement to certain Medicaid recipients for supportive palliative care (SPC). The study must include an evaluation and comparison of other states that provide Medicaid reimbursement for SPC.1

The Pediatric Acute-Onset Neuropsychiatric Syndrome Advisory Council (PANSAC) developed the 2022 Legislative Report, as required by House Bill 2783 (2019). This report was prepared by members of the PANSAC and approved by the Council on August 10, 2022.

Texas Education Code, Subchapter E, Section 8.152 directs Local Mental Health Authorities/Local Behavioral Health Authorities to employ an NPMHP to serve as a mental health and substance use resource for school districts located in the region served by a regional Education Service Center (ESC) and in which the LMHA/LBHA provides services and requiring HHSC to submit an annual report on the outcomes for school districts and students resulting from the services provided by the non-physician mental health professionals.

The Texas Statewide Behavioral Health Strategic Plan Progress Report is submitted in compliance with the 2020-2021 General Appropriations Act, House Bill (H.B.) 1, 86th Legislature, Regular Session, 2019 (Article IX, Section 10.04(c)). The report is prepared by the Statewide Behavioral Health Coordinating Council (SBHCC) and discusses progress and successes related to implementation of the Statewide Behavioral Health Strategic Plan.

This report summarizes HHSC’s progress in implementing the nutrition education and outreach program and related activities that improve low-income consumers’ access to basic nutrition and healthy foods.

The 2019 Alternatives to Abortion Legislative Report includes: an introduction to the HHSC A2A program, the total number of A2A providers, total number of unduplicated clients served by each provider, a description of A2A outreach efforts by providers and HHSC, total expenditures by method of financing, total contract amounts by provider, and outcome measures included in contracts with providers.

Annual contractor compliance report that provides updates regarding contract compliance and monitoring. The attached report details contract awards and monitoring activities conducted by program staff between October 1, 2018 and September 30, 2019.
