This report provides preliminary findings from the 2019 utilization review of the Managed Care STAR+PLUS review.

This annual report builds on the previous annual report, submitted in January 2019, which provided outcomes related to transitioning children and young adults enrolled in the Medically Dependent Children Program (MDCP) into the STAR Kids capitated managed care program.

A review of restraints used in Home and Community-based Services (HCS), Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICF/IID), and State Supported Living Centers (SSLC) is provided for fiscal year 2017 and trends from 2013 through 2017 are examined.

This annual report to HHSC Executive Commissioner authored by the STAR Kids Advisory Committee outlines identified issues and recommendations for improvements to the STAR Kids Medicaid managed care program.

This report examines the frequency of pregnancy-related depression among women with a Medicaid-paid delivery, the frequency of pregnancy-related depression screening by Medicaid and Women's Health providers, the utilization of services and onset of treatment for pregnancy-related depression, and Medicaid costs during fiscal year 2016.

The 2018 Transition of Medically Dependent Children Program Waiver Recipients to STAR Kids report is submitted in compliance with Section 2.12 of Senate Bill 7, 83rd Legislature, Regular Session, 2013. S.B. 7 requires the Health and Human Services Commission to evaluate outcomes related to transitioning children and young adults enrolled in the Medically Dependent Children Program (MDCP) into the STAR Kids capitated managed care program.

This report provides information about Medicaid managed care provider network contract requirements and HHSC efforts to monitor Medicaid managed care provider networks.
