H.B. 13 and Health and the 2018-2019 General Appropriations Act, Senate Bill 1, 85th Legislature, Regular Session, 2017 (Article II, Human Services Commission [HHSC] Rider 83) directs HHSC to establish the Community Mental Health Grant program and submit an annual legislative report on the program’s success. The purpose of the Community Mental Health Grant program is to ensure individuals with mental health issues can access services and treatment.

This report provides background on the Texas birth rate, including Medicaid-paid births, as well as data on unintended pregnancies and their impact, underscoring the importance of increasing access to family planning services in Texas. Additionally, this report discusses the efficacy and benefits of long-acting reversible contraception (LARC) devices, efforts already undertaken by HHSC and its partners to reduce barriers to LARC devices, billing and reimbursement challenges and accomplishments, and measures to ensure quality care is provided.

The publication of the Home and Community-based Services Waiver Slot Enrollment Plan Progress Report is required by 2018-19 General Appropriations Act, Senate Bill 1, 85th Legislature, Regular Session, 2017 (Article II, Health and Human Services Commission [HHSC], Rider 55).
Rider 55 directs HHSC to submit progress reports on the Home and Community-based Services Waiver Slot Enrollment Plan submitted in September 2017, which discusses how HHSC will enroll 735 individuals in the Home and Community-based Services waiver program during the 2018-19 biennium for the Promoting Independence Initiative and compliance with federal Preadmission Screening and Resident Review requirements.
