Rider 59 requires HHSC to produce and submit an annual report on the uses of the federal Substance Abuse Prevention and Treatment Block Grant (SABG) funds received by HHSC, including supplemental and one-time awards.
This report shows funds recouped from local authorities in fiscal year 2022 including the amount of the recoupment by strategy, the reasons for the recoupment, the local authorities involved, and any contract requirements not met.

The 2022 Alternatives to Abortion Report includes: an introduction to the HHSC A2A program, the total number of A2A providers, total number of unduplicated clients served by each provider, a description of A2A outreach efforts by providers and HHSC, total expenditures by method of financing, total contract amounts by provider, and outcome measures included in contracts with providers.
