The Texas Cares report for fiscal year 2023 is submitted in accordance with Texas Health and Safety Code, Section 65.204, which requires the Health and Human Services Commission (HHSC) to submit an annual report to the Governor, Lieutenant Governor, Speaker of the House of Representatives, and standing committees of the Legislature with primary jurisdiction over the program.
This presentation provides updates on HHSC’s implementation of 87(R) HB 18.
The Texas Cares program was created to improve accessibility to prescription drugs for Texans who are unable to access medication through insurance or other health care coverage.
The Promoting Independence Plan is Texas' comprehensive response to the Supreme Court's 1999 Olmstead decision, but also outlines a vision and guiding principle for the Health and Human Services Commission to provide a system of holistic services and supports that foster independence and self-determination for people with disabilities so that they may be able to live fully integrated into their chosen communities.
