All Texas HHS offices and contractors providing in-person services must display certain posters related to civil rights. State HHS program offices and contractors that administer U.S. Department of Agriculture (USDA) programs must display the USDA “And Justice for All” poster in addition to the civil rights posters.
These posters notify clients and customers of:
- Their civil rights.
- How to file a discrimination complaint.
- How to request an accommodation or language assistance.
The posters should be displayed in areas where clients and the public can easily see them, such as lobbies, waiting rooms, front reception desks, and locations where people apply for and receive HHS services.

USDA Poster for HHS Programs Funded by USDA
And Justice for All
HHS programs’ offices and contractors that administer USDA programs must display the USDA “And Justice for All” poster in addition to certain HHS posters.

To order the poster for your program, follow the instructions below.
- Supplemental Nutrition Assistance Program (SNAP) offices and contractors must display poster #AD-475B (blue poster). To order the poster, email Della Carrillo. Include in the subject line: USDA Justice Form AD475-B. In the body of the email, list the number of posters needed, and the first and last name, address and phone number of the poster recipient.
- SNAP Education Program (SNAP-Ed) staff and contractors must display poster #AD-475B (blue poster) at offices, training sites, kitchens or dining areas where SNAP-Ed clients will easily see the poster. To order this poster, email SNAP-Ed.
- Meat Safety Assurance Section offices must display the USDA “And Justice For All” poster #AD-475C (red poster). To order this poster, email the Texas Department of State Health Services MSA Section or call 512-834-6760.
- Women, Infants, and Children Program (WIC) offices and contractors must display the USDA “And Justice For All” poster #AD-475A (green poster).
