Permanency Planning and Family-based Alternatives, January 2019

Section 531.162(b) requires the Health and Human Services Commission (HHSC) to submit semiannual reports on permanency planning to the Governor and committees of each house of the Legislature with primary oversight jurisdiction over health and human services agencies. Section 531.060(o) requires HHSC to submit a report on family-based alternatives annually, by January 1, to the Legislature.

Summary Report of Reimbursement Rate Changes Effective in the First Quarter of Fiscal Year 2019

In accordance with the 2018-19 General Appropriations Act, Senate Bill 1, 85th Legislature, Regular Session, 2017 (Article II, Special Provisions Relating to All Health and Human Services Agencies, Section 17, Rate Limitations and Reporting Requirements) and the prescribed Legislative Budget Board format, enclosed is the summary report of fee-for-service reimbursement rate changes implemented with an effective date in the first quarter of fiscal year 2019.

Review of Occupational Licensing Requirements and Applicants Criminal History

The report provides a review of the current criminal history requirements for occupational license applicants and provides a recommendation to retain, modify or repeal the current requirements.

Enhancing Funding for Graduate Medical Education

The report provides the legislature and the Governor's office with potential methods for enhancing current state funding to support new and existing graduate medical education (GME) through the Medicaid program, specifically by providing options for increasing federal funding for GME.

H.B. 216 Required Legislative Report on Boarding Homes, December 2018

Section 260.003 required the executive commissioner of the Health and Human Services Commission (HHSC) to develop and publish model standards for the operation of a boarding home facility and specifies that these standards must address elements such as construction, fire safety, sanitary conditions, reporting and investigation of injuries and incidents, staff education, and assessment of residents.

State Efforts to Address Maternal Mortality and Morbidity in Texas

The HHS system is committed to reducing maternal mortality and morbidity in Texas, and is working to address many of the findings from the 2018 Joint Biennial Report by DSHS and the Maternal Mortality and Morbidity Task Force through efforts already in place and by exploring new and innovative ideas within HHS programs.
