Texas Education Code, Subchapter E, Section 8.152 directs Local Mental Health Authorities/Local Behavioral Health Authorities to employ an NPMHP to serve as a mental health and substance use resource for school districts located in the region served by a regional Education Service Center (ESC) and in which the LMHA/LBHA provides services and requiring HHSC to submit an annual report on the outcomes for school districts and students resulting from the services provided by the non-physician mental health professionals.

The plan is designed to increase awareness of the IDD population and gaps in policy, services, and funding which must be addressed to ensure optimal care is provided to individuals with IDD.
