The Statewide Behavioral Health Coordinating Council coordinates behavioral health exceptional items for member agencies for the 87th Legislature, Regular Session 2021.

The presentation provides an overview of HHSC and the impact of Medicaid and CHIP, as well as an overview of federal funding for these two programs. Additionally, it covers key budget drivers for the agency, Medicaid & CHIP caseload and cost growth, and major category spending. Also addressed is the fiscal impact of COVID-19.

The Promoting Independence Plan reports on the status of the implementation of a plan to ensure appropriate care settings for persons with disabilities, and the provision of a system of services and supports that foster independence and productivity, including meaningful opportunities for a person with a disability to live in the most appropriate care setting.

The Update provides FY 2002-2019 data on the use of psychotropic medications for children in Texas foster care based on Medicaid prescription and medical claims.

The Strong Families, Supportive Communities: Moving Our Behavioral Health Workforce Forward Report summarizes the behavioral health workforce shortage in Texas. The report draws from six reports on the behavioral health workforce shortage from the past ten years and includes previous recommendations, progress toward implementation of those recommendations, factors contributing to non-implementation, and the next steps to implement those recommendations.

The Fiscal Year 2020 Coordinated Statewide Behavioral Health Expenditure Proposal provides information regarding $4.2 billion in behavioral health funding reported from Statewide Behavioral Health Coordinating Council member agencies and institutions of higher education (including Medicaid behavioral health funding).

The Texas Statewide Behavioral Health Strategic Plan Progress Report is submitted in compliance with the 2020-2021 General Appropriations Act, House Bill (H.B.) 1, 86th Legislature, Regular Session, 2019 (Article IX, Section 10.04(c)). The report is prepared by the Statewide Behavioral Health Coordinating Council (SBHCC) and discusses progress and successes related to implementation of the Statewide Behavioral Health Strategic Plan.

The Report on Community Mental Health Grant Program presents information about the design of the program and initial outcome data generated during fiscal year 2019.

The report includes the prescription drug rebate outstanding principal and interest amounts, age of receivables, annual collection rates, billed amounts, dollar value of pricing and utilization adjustments, and dollars collected. This report includes a separate prescription drug rebate collection report for each managed care and fee-for-service rebate program.

Texas Government Code Section 531.0999 added by Senate Bill (S.B.) 578, 85th Legislature, Regular Session, 2017, requires the Health and Human Services Commission (HHSC) to develop a comprehensive action plan to increase access to and availability of professional health services to prevent veteran suicides in Texas.
