The Aging Texas Well Strategic Plan for the 2022-2023 biennium is submitted in accordance with Executive Order RP-42 (Appendix A). The executive order established key mandates to direct the ATW initiative and state leaders on policy planning for older Texans. The executive order also instructs the Aging Texas Well Advisory Committee to guide and support state leadership on aging-related matters and requires Texas Health and Human Services Commission to develop a biennial working plan to identify and discuss aging policy issues, guide state government readiness, and promote increased community preparedness for the aging Texas population.

This report includes all expenditures for programs that received SABG funds during fiscal year 2020 (September 1, 2019-August 31, 2020). HHSC funds a variety of substance use programs across the substance use service continuum of care. These substance use programs use SABG funds to offer a comprehensive array of prevention, intervention, and treatment services.
This report describes the amount of general revenue used by local mental health authorities in fiscal year 2021 to draw down additional federal funds through the 1115 Texas Medicaid Transformation Waiver.
This report provides information demonstrating continuity of services, amount of grants awarded to each grantee, expenditure amounts for program and administration, and oversight activities relating to child advocacy programs. Article 46B.090(n) requires HHSC’s executive commissioner to submit a report concerning the jail-based competency restoration pilot program, including information collected and an evaluation of the outcome of the program.

HHSC must implement contract provisions allowing an MCO to offer their members certain medically appropriate, cost-effective, evidence-based services in lieu of mental health or substance use disorder services specified in the Medicaid State Plan. HHSC is also required to prepare and submit an annual report on the number of times during the preceding year a service from the list included in the contract is used.
