Foster Care Rate Modernization Development & Implementation Plan

The Implementation Plan includes key milestones and identified interagency dependencies for the development of pro forma modeled rates and cost report-based rates, and for the implementation of all other recommendations related to reimbursement rate methodologies made in the report entitled “Foster Care Methodology as required by the 2020-21 General Appropriations Act, House Bill 1, 86th Legislature, Regular Session, 2019 (Article II, Special Provisions Relating to All Health and Human Services Agencies, Section 32),” as directed by Special Provision 26(e)(1).

Texas Government Code Section 531.0999 added by Senate Bill (S.B.) 578, 85th Legislature, Regular Session, 2017, requires the Health and Human Services Commission (HHSC) to develop a comprehensive action plan to increase access to and availability of professional health services to prevent veteran suicides in Texas.

Social Services Block Grant Pre-Expenditure Report and Intended Use Plan FY 2022

This report outlines how funding is appropriated to state agencies to meet specific social service needs for certain low income and at-risk populations through the Texas Title XX Social Services Block Grant. The Texas Health and Human Services Commission is designated to administer the Title XX Social Services Block Grant for Texas and is the lead grantee agency serving as the coordinator of funds appropriated from the federal government to various state agencies.

Annual Report on the Screening of Offenders with Mental Impairment 2021

This report addresses requirements in Health and Safety Code §614.013 and §614.017. Health and Safety Code §614.013 and §614.017 requires HHSC to submit a report to the Legislative Budget Board no later than September 1 of each fiscal year its efforts to facilitate the exchange of information between agencies. The report must include but is not limited to: the manner in which information is exchanged between agencies, the frequency with which information is exchanged, the type of information most frequently exchanged, and the agencies most frequently involved in the exchange of information.

Maternal Depression Strategic Plan Update for FY21-25

In August 2020, HHSC and DSHS released the Postpartum Depression Strategic Plan, required by Section 32.046, Texas Health and Safety Code. This update reviews activities completed in fiscal year 2021 and future activities.
