Permanency Planning and Family-based Alternatives Semi-Annual Report

Texas Government Code, Section 531.153(a) requires permanency planning for Texas children with an intellectual or developmental disability under age 22 living in institutions. he desired outcome of permanency planning is for Texas children to receive family support in a permanent living arrangement which has as its primary feature an enduring and nurturing parental relationship. This report contains semi-annual reporting from September 1, 2022 – February 28, 2023.

Promoting Independence Plan 2022

The Promoting Independence Plan is Texas' comprehensive response to the Supreme Court's 1999 Olmstead decision, but also outlines a vision and guiding principle for the Health and Human Services Commission to provide a system of holistic services and supports that foster independence and self-determination for people with disabilities so that they may be able to live fully integrated into their chosen communities. The goals of the 2022 PIP reflect several key areas essential to achieving this vision.
