The report presents the work of the Ombudsman for Children and Youth in Foster Care for FY2020.

The report complies with Section 531.0991(k) and evaluates the success of the community mental health matching grant program.

This annual report builds on the previous annual report, submitted in December 2019, which provided outcomes related to transitioning children and young adults enrolled in the Medically Dependent Children Program (MDCP) into the STAR Kids capitated managed care program.

The report summarizes the efforts and plans to gather more information for the pilot program implementation. The report also includes information on the funds available in the Veterans Recovery Account.

HHS has developed the Disability Services Action Plan to improve the system and delivery of services for Texans with physical, intellectual and developmental disabilities. The plan includes 27 recommendations under four initiatives: training and support, communication, policy and rules and system redesign.

The STAR Kids Managed Care Advisory Committee 2020 Annual Report was prepared to advise the Texas Health and Human Services Commission (HHSC) on the establishment and implementation of the STAR Kids managed care program.
