This is a report on the Mental Health First Aid Program based on compiled information from the Local Mental Health Authorities. It includes the number people trained in Mental Health First Aid. This report is required by Health and Safety Code, Section 1001.205(b).

This report describes the amount of general revenue used by local mental health authorities in fiscal year 2019 to draw down additional federal funds through the 1115 Texas Medicaid Transformation Waiver.

This report documents the number of youth formerly in foster care who do not renew their Medicaid and therefore do not maintain continuous health coverage until age 26 and includes recommendations to improve the rate of youth formerly in foster care who maintain continuous health care coverage.

The Office of the State Long-term Care Ombudsman (Office) is independent within HHSC. Long-term care ombudsmen regularly visit assisted living facilities (ALFs) and advocate for residents. This report describes ombudsman services in ALFs in state fiscal year 2018, including recommendations to ensure the highest quality of life and care for residents.

This report describes ombudsman services in nursing and assisted living facilities in state fiscal years 2017-18, including recommendations to ensure the highest quality of life and care for residents.

The Aging Texas Well Strategic Plan for the 2020-2021 biennium is submitted in accordance with Executive Order RP-42 (Appendix A). The executive order established key mandates to direct the ATW initiative and state leaders on policy planning for older Texans. The executive order also instructs the Aging Texas Well Advisory Committee to guide and support state leadership on aging-related matters and requires Texas Health and Human Services Commission to develop a biennial working plan to identify and discuss aging policy issues, guide state government readiness, and promote increased community preparedness for the aging Texas population.

The report includes the prescription drug rebate outstanding principal and interest amounts, age of receivables, annual collection rates, billed amounts, dollar value of pricing and utilization adjustments, and dollars collected. This report includes a separate prescription drug rebate collection report for each managed care and fee-for-service rebate program.

This report identifies the unit cost of each service, other than services related to community service volunteering and subsidized employment services, provided by an area agency on aging, as required by the Human Resources Code, Section 101A.107.

Provides information on the State Opioid Response grant received from SAMHSA and the implementation and goals of these funds through the Texas Targeted Opioid Response program.

A review of restraints used in Home and Community-based Services (HCS), Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICF/IID), and State Supported Living Centers (SSLC) is provided for fiscal year 2017 and trends from 2013 through 2017 are examined.
