HHSC must implement contract provisions allowing an MCO to offer their members certain medically appropriate, cost-effective, evidence-based services in lieu of mental health or substance use disorder services specified in the Medicaid State Plan. HHSC is also required to prepare and submit an annual report on the number of times during the preceding year a service from the list included in the contract is used.

Legislature directed HHSC to design and implement an acute care and long tern services and supports system for individuals with an intellectual and developmental disability (IDD). The 2022 annual report provides an update to the Legislature on the implementation of the IDD system redesign.

This biennial report was created by the council members of the Palliative Care Interdisciplinary Advisory Council and includes recommendations to the 88th Texas Legislature on various policy issues.
