Aging Texas Well Strategic Plan for the 2020-2021 Biennium

The Aging Texas Well Strategic Plan for the 2020-2021 biennium is submitted in accordance with Executive Order RP-42 (Appendix A). The executive order established key mandates to direct the ATW initiative and state leaders on policy planning for older Texans. The executive order also instructs the Aging Texas Well Advisory Committee to guide and support state leadership on aging-related matters and requires Texas Health and Human Services Commission to develop a biennial working plan to identify and discuss aging policy issues, guide state government readiness, and promote increased community preparedness for the aging Texas population.

Health and Human Services Commission and Department of Justice State Supported Living Center Settlement Agreement, 2019

HHSC is committed to improving the quality of life for individuals with intellectual disabilities who reside at the SSLCs. This report highlights ongoing efforts as of August 2019 to achieve targeted improvements in services and supports provided to enhance compliance with the DOJ settlement agreement.

Rider 159 Annual Performance Report for the Prescription Drug Rebate Program, 2019

The report includes the prescription drug rebate outstanding principal and interest amounts, age of receivables, annual collection rates, billed amounts, dollar value of pricing and utilization adjustments, and dollars collected. This report includes a separate prescription drug rebate collection report for each managed care and fee-for-service rebate program.

Unit Cost for Services Report, 2019

This report identifies the unit cost of each service, other than services related to community service volunteering and subsidized employment services, provided by an area agency on aging, as required by the Human Resources Code, Section 101A.107.

Report on Short-Term Action Plan to Prevent Veteran Suicides, 2019

Texas Government Code Section 531.0999 added by Senate Bill (S.B.) 578, 85th Legislature, Regular Session, 2017, requires the Health and Human Services Commission (HHSC) to develop a comprehensive action plan to increase access to and availability of professional health services to prevent veteran suicides in Texas.

Rider 207 - Community Attendant Recruitment and Retention Strategies, 2019

The 2019 Rider 207 report details the agency’s latest data on the direct care workforce and related topics, provides status updates on strategies that were mentioned in the 2018 report, and discusses additional potential strategies that were not mentioned in the 2018 report.

Texas Targeted Opioid Response August 2019

Provides information on the State Opioid Response grant received from SAMHSA and the implementation and goals of these funds through the Texas Targeted Opioid Response program.

2019 Annual Report on the Screening of Offenders with Mental Illness

The report summarizes the exchange of information between agencies to support continuity of care services for individuals with mental illness involved in the criminal justice system; and supplement local post-booking jail diversion activities.

Emergency Restraint Report FY 2017

A review of restraints used in Home and Community-based Services (HCS), Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICF/IID), and State Supported Living Centers (SSLC) is provided for fiscal year 2017 and trends from 2013 through 2017 are examined.

Evaluation of Rural Hospital Funding Initiatives

The report provides an evaluation of Medicaid funding initiatives for rural inpatient and outpatient hospital services, including the percentage of estimated allowable hospital cost reimbursed by payments for services provided to managed care clients; the percentage of wrongful denials; the average wait time for final payment; and any remedies taken to improve compliance of vendors.
