Biennially, the Texas Health and Human Services Commission (HHSC) presents a report to the public about the provision of services at state supported living centers (SSLCs). Through this report, HHSC fulfills the mandate to develop a long-range plan containing information and recommendations regarding the most efficient long-term use and management of these facilities, operated by HHSC, as required in the Texas Health and Safety Code (HSC), Title 7, Section 533a.032(c), Long Range Planning.

This report describes HHSC Value-Based Care Strategy Background, Managed Care Value-Based Payments Programs, the 1115 Healthcare Transformation Waiver, specifically the Delivery System Reform Incentive Payment Program, The Directed-Payment Programs, Trends in Key Quality Measures, HIV Viral Suppression and the number of individuals who relocated to a community setting.

The Aging Texas Well Strategic Plan for the 2022-2023 biennium is submitted in accordance with Executive Order RP-42 (Appendix A). The executive order established key mandates to direct the ATW initiative and state leaders on policy planning for older Texans. The executive order also instructs the Aging Texas Well Advisory Committee to guide and support state leadership on aging-related matters and requires Texas Health and Human Services Commission to develop a biennial working plan to identify and discuss aging policy issues, guide state government readiness, and promote increased community preparedness for the aging Texas population.

The report presents the work of the Ombudsman for Children and Youth in Foster Care for FY2021.

Article 46B.090(n) requires HHSC’s executive commissioner to submit a report concerning the jail-based competency restoration pilot program, including information collected and an evaluation of the outcome of the program.
