The Report on Mental Health First Aid Program requires HHSC to submit a report on the number of training provided in Mental Health First Aid to various described entities for fiscal year 2023.

This report describes HHSC Value-based Care Strategy and Managed Care Value-Based Payment Programs, Quality Improvement Programs, Trends in Quality Measures, MCO Performance Indicator Dashboard, HIV Viral Suppression, Relocation to a Community-Based Setting and Statewide Initiatives to Improve Maternal Health Care. The report also includes information on the Quality Monitoring Early Warning System for Long-term Care Facilities

HHSC must implement contract provisions allowing an MCO to offer their members certain medically appropriate, cost-effective, evidence-based services in lieu of mental health or substance use disorder services specified in the Medicaid State Plan. HHSC is also required to prepare and submit an annual report on the number of times during the preceding year a service from the list included in the contract is used.

As required by Section 32.046, Texas Health and Safety Code, this report contains the fiscal year 2023 update on a five-year strategic plan to improve access to maternal depression screening, referral, treatment, and support services.

Medically Dependent Children Program Monitoring Report is a legislatively required report containing, for the most recent state fiscal quarter, information and data related to access to care for Medicaid recipients receiving benefits under the Medically Dependent Children Program (MDCP) waiver program.

The Aging Texas Well Strategic Plan for 2024-2025 identifies the issues that older adults, informal caregivers, and aging services providers identified as top priorities impacting older adults; the strategies HHSC, other state agencies, service providers and other community partners developed to address these priorities; and progress towards implementing these strategies.

A legislative report is annually submitted by the PANS Advisory Council to the Legislature and Governor for recommendations, education, and outreach concerning pediatric acute-onset neuropsychiatric syndrome.

Texas Government Code, Section 531.153(a) requires permanency planning for Texas children with an intellectual or developmental disability under age 22 living in institutions. he desired outcome of permanency planning is for Texas children to receive family support in a permanent living arrangement which has as its primary feature an enduring and nurturing parental relationship. This report contains semi-annual reporting from September 1, 2022 – February 28, 2023.

This report fulfills the requirements of Texas Human Resources Code (HRC) Section 42.0412(e), which requires the Health and Human Services Commission (HHSC) to provide an annual report to the legislature that includes specific data concerning licensed daycare centers.
