HHS has developed the Disability Services Action Plan to improve the system and delivery of services for Texans with physical, intellectual and developmental disabilities. The plan includes 27 recommendations under four initiatives: training and support, communication, policy and rules and system redesign.

The report of the Texas Autism Council is a statutorily required biannual report from the Texas Autism Council to the Executive Commissioner including recommendations to ensure that the needs of persons of all ages with autism spectrum disorder and their families are addressed and that all available resources are coordinated to meet those needs. TAC, Title 25, Chapter 411, Subchapter A, requires the JCAFS to submit an annual report to the Health and Human Services Commission's Executive Commissioner. This report provides a summary of the JCAFS' fiscal year 2019 meetings, activities and recommendations.

Statute requires the Health and Human Services Commission to collect data regarding the commitment of alleged offender residents to SSLCs, including any offense with which an alleged offender resident is charged, the location of the committing court, whether the alleged offender resident has previously been in the custody of the Texas Youth Commission or the Department of Family and Protective Services, and whether the alleged offender resident receives mental health services or previously received any services under a Section 1915(c) waiver program.

This is a report on the Mental Health First Aid Program based on compiled information from the Local Mental Health Authorities. It includes the number people trained in Mental Health First Aid. This report is required by Health and Safety Code, Section 1001.205(b).

The Legislature directed HHSC to design and implement an acute care and long tern services and supports system for individuals with an intellectual and developmental disability (IDD). The 2019 annual report on the implementation of the IDD system redesign was coordinated between HHSC and the IDD System Redesign Advisory Committee.

A review of restraints used in Home and Community-based Services (HCS), Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICF/IID), and State Supported Living Centers (SSLC) is provided for fiscal year 2017 and trends from 2013 through 2017 are examined.

Biennially, the Texas Health and Human Services Commission (HHSC) presents a report to the public about the provision of services at state supported living centers (SSLCs). Through this report for fiscal years 2016-2017, HHSC fulfills the mandate to develop a long range plan containing information and recommendations regarding the most efficient long-term use and management of these facilities, operated by HHSC, as required in the Texas Health and Safety Code, Title 7, Section 533a.032(c), Long Range Planning.
