This report provides information demonstrating continuity of services, amount of grants awarded to each grantee, expenditure amounts for program and administration, and oversight activities relating to child advocacy programs. Additionally, the report summarizes program data, explains the effectiveness of each advocacy contract, and discusses the impact of the COVID-19 pandemic on both TXCASA and CACTX.

HHSC must implement contract provisions allowing an MCO to offer their members certain medically appropriate, cost-effective, evidence-based services in lieu of mental health or substance use disorder services specified in the Medicaid State Plan. HHSC is also required to prepare and submit an annual report on the number of times during the preceding year a service from the list included in the contract is used.

MHFA is an evidence-based curriculum used to teach individuals how to help someone who may be developing a mental health problem or experiencing a mental health crisis. Health and Safety Code, Section 1001.205(b) requires HHSC to report data on the number of persons trained in MHFA and a detailed accounting of expenditures.
