The Delivery of Health and Human Services to Young Texans report discusses services for children under six years of age a critical time of early development which impacts children’s long-term outcomes. The report updates the 2018 edition by highlighting a unified and collaborative approach to delivering services and improving the health of Texas children, including the delivery of these services during the COVID-19 pandemic.

MHFA is an evidence-based curriculum used to teach individuals how to help someone who may be developing a mental health problem or experiencing a mental health crisis. Health and Safety Code, Section 1001.205(b) requires HHSC to report data on the number of persons trained in MHFA and a detailed accounting of expenditures.

The report provides information about the experiences of CRCGs in their efforts to provide a coordinated approach to service delivery for children, youth, adults, and families with multi-agency needs. This report also includes recommendations for policy and statutory changes at agencies that are involved in the provision of systems of care services and recommendations for the statewide expansion of sites participating in the Texas System of Care.

HHS has developed the Disability Services Action Plan to improve the system and delivery of services for Texans with physical, intellectual and developmental disabilities. The plan includes 27 recommendations under four initiatives: training and support, communication, policy and rules and system redesign.

The report of the Texas Autism Council is a statutorily required biannual report from the Texas Autism Council to the Executive Commissioner including recommendations to ensure that the needs of persons of all ages with autism spectrum disorder and their families are addressed and that all available resources are coordinated to meet those needs. This is a summary report about suicide and suicide prevention in Texas. The report include statutes as well as state policies and programs regarding suicide and suicide prevention.

TAC, Title 25, Chapter 411, Subchapter A, requires the JCAFS to submit an annual report to the Health and Human Services Commission's Executive Commissioner. This report provides a summary of the JCAFS' fiscal year 2019 meetings, activities and recommendations.

Statute requires the Health and Human Services Commission to collect data regarding the commitment of alleged offender residents to SSLCs, including any offense with which an alleged offender resident is charged, the location of the committing court, whether the alleged offender resident has previously been in the custody of the Texas Youth Commission or the Department of Family and Protective Services, and whether the alleged offender resident receives mental health services or previously received any services under a Section 1915(c) waiver program.

The Aging Texas Well Strategic Plan for the 2020-2021 biennium is submitted in accordance with Executive Order RP-42 (Appendix A). The executive order established key mandates to direct the ATW initiative and state leaders on policy planning for older Texans. The executive order also instructs the Aging Texas Well Advisory Committee to guide and support state leadership on aging-related matters and requires Texas Health and Human Services Commission to develop a biennial working plan to identify and discuss aging policy issues, guide state government readiness, and promote increased community preparedness for the aging Texas population.

A review of restraints used in Home and Community-based Services (HCS), Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICF/IID), and State Supported Living Centers (SSLC) is provided for fiscal year 2017 and trends from 2013 through 2017 are examined.
