This third biennial submission of the Pediatric Tele-Connectivity Resource Program for Rural Texas (Pedi Tele-Conn Program) report includes updated and new information (since the December 2020 report) on grants awarded to nonurban healthcare facilities to implement telemedicine services that connect these facilities to pediatric specialists and pediatric subspecialists who provide telemedicine services. The report discusses the outcome of 2020-21 biennium grants program projects, responses to the 2022-23 biennium grants program request for applications (RFA), and program implementation challenges and lessons learned.

The Report on Suicide and Suicide Prevention in Texas was prepared by the Statewide Behavioral Health Coordinating Council (SBHCC) and is submitted in compliance with the 2022-23 General Appropriations Act, S.B. 1, 87th Legislature, Regular Session, 2021 (Article IX, HHSC, Section 10.04 (f)).

The Promoting Independence Plan is Texas' comprehensive response to the Supreme Court's 1999 Olmstead decision, but also outlines a vision and guiding principle for the Health and Human Services Commission to provide a system of holistic services and supports that foster independence and self-determination for people with disabilities so that they may be able to live fully integrated into their chosen communities. The goals of the 2022 PIP reflect several key areas essential to achieving this vision.

The report provides information about the experiences of CRCGs in their efforts to provide a coordinated approach to service delivery for children, youth, adults, and families with multi-agency needs. This report also includes recommendations for policy and statutory changes at agencies that are involved in the provision of systems of care services and recommendations for the statewide expansion of sites participating in the Texas System of Care.

The Statewide Behavioral Health Coordinating Council has developed a new five-year behavioral health
strategic plan for fiscal years 2022 - 2026. This plan also includes a statewide, strategic approach to prevent and reduce justice involvement for those with behavioral health needs.

This report is issued to inform the public of the work of the State Long-Term Care Ombudsman Program on behalf of residents of nursing facilities and assisted living facilities. The report includes information and findings relating to the problems and concerns of residents and recommendations to solve the problems, resolve the concerns, and improve the quality of the residents’ care and lives.

Rider 52 requires HHSC to submit a report that provides information about actual annual expenditures from the previous fiscal year for all opioid-related programs at HHSC, DFPS and DSHS.

Report on the efficacy and efficiency of step-down services in diverting people from the state mental health hospital inpatient system into the community.

The Rider 58 Report provides information about the adequacy and efficacy of existing National Suicide Prevention Lifeline (NSPL) infrastructure in Texas to determine state preparedness to comply with federal National Suicide Hotline Designation Act of 2020.

This report provides information regarding $4.1 billion in behavioral health funding reported from SBHCC member agencies and institutions of higher education (including Medicaid behavioral health funding). The proposal links expenditures to strategies in the strategic plan to demonstrate how state appropriations will be used to further plan goals during fiscal year 2022. Strategic Plan goals, objectives, and strategies assist agencies and institutions of higher education with enhancing coordination, eliminating redundancy, and ensuring optimal service delivery.
