This report describes HHSC Value-Based Care Strategy Background, Managed Care Value-Based Payments Programs, the 1115 Healthcare Transformation Waiver, specifically the Delivery System Reform Incentive Payment Program, The Directed-Payment Programs, Trends in Key Quality Measures, HIV Viral Suppression and the number of individuals who relocated to a community setting.

The Aging Texas Well Strategic Plan for the 2022-2023 biennium is submitted in accordance with Executive Order RP-42 (Appendix A). The executive order established key mandates to direct the ATW initiative and state leaders on policy planning for older Texans. The executive order also instructs the Aging Texas Well Advisory Committee to guide and support state leadership on aging-related matters and requires Texas Health and Human Services Commission to develop a biennial working plan to identify and discuss aging policy issues, guide state government readiness, and promote increased community preparedness for the aging Texas population.

The report presents the work of the Ombudsman for Children and Youth in Foster Care for FY2021.

Article 46B.090(n) requires HHSC’s executive commissioner to submit a report concerning the jail-based competency restoration pilot program, including information collected and an evaluation of the outcome of the program.

MHFA is an evidence-based curriculum used to teach individuals how to help someone who may be developing a mental health problem or experiencing a mental health crisis. Health and Safety Code, Section 1001.205(b) requires HHSC to report data on the number of persons trained in MHFA and a detailed accounting of expenditures.

Texas Government Code Section 531.0999 added by Senate Bill (S.B.) 578, 85th Legislature, Regular Session, 2017, requires the Health and Human Services Commission (HHSC) to develop a comprehensive action plan to increase access to and availability of professional health services to prevent veteran suicides in Texas.

This is the first annual report for the Intellectual and Developmental Disability and Behavioral Health Services Department highlighting its many accomplishments in fiscal year 2020.

The Promoting Independence Plan reports on the status of the implementation of a plan to ensure appropriate care settings for persons with disabilities, and the provision of a system of services and supports that foster independence and productivity, including meaningful opportunities for a person with a disability to live in the most appropriate care setting.

Statute requires an adjusted final biennial plan on capacity following legislative action on appropriations for long-term care services for persons with an intellectual disability. The final plan is approved by HHSC and made available to the public.
