HHSC must implement contract provisions allowing an MCO to offer their members certain medically appropriate, cost-effective, evidence-based services in lieu of mental health or substance use disorder services specified in the Medicaid State Plan. All Texas Access is a legislatively mandated initiative that focuses on increasing access to mental health services in rural Texas communities. HHSC is collaborating with the rural-serving LMHA and LBHAs to focus on diverting more Texans with mental illness away from the criminal justice system and into treatment.
