This report provides information on the number of individuals aging out of Medicaid and the Children’s Health Insurance Program (CHIP) who are able to maintain coverage under another Medicaid program, including Healthy Texas Women (HTW), through the agency’s administrative renewal process. It also includes recommendations to improve connecting individuals aging out of Medicaid or CHIP to enrollment in HTW.

This report defines the indicators for high behavioral needs and high medical needs for individuals who may require enhanced services and service coordination under the HCS Program. It also identifies the number of individuals with the highest behavioral and medical needs in the HCS Program.
The 2022-23 General Appropriations Act, Senate Bill 1, 87th Legislature, Regular Session, 2021 (Article II, Health and Human Services Commission, Rider 4), directs the Health and Human Services Commission (HHSC) to prepare a report analyzing the costs of state- and federally-funded residential and non-residential services for people with intellectual disabilities and related conditions for which it is the Medicaid operating agency.
