Reports and Presentations

The Report on Suicide and Suicide Prevention in Texas was prepared by the Statewide Behavioral Health Coordinating Council and is submitted in compliance with the 2022-23 General Appropriations Act, S.B. 1, 87th Legislature, Regular Session, 2021 (Article IX, HHSC, Section 10.04 (f)).

This report is required biennially to discuss the effects of telemedicine, telehealth and home telemonitoring services on the Texas Medicaid program including number of providers using these services, geographic disposition of these providers, the number of patients treated, the types of services provided, and the cost of utilization.

The Promoting Independence Plan is Texas' comprehensive response to the Supreme Court's 1999 Olmstead decision, but also outlines a vision and guiding principle for the Health and Human Services Commission to provide a system of holistic services and supports that foster independence and self-determination for people with disabilities so that they may be able to live fully integrated into their chosen communities.

Rider 52 requires HHSC to submit a report that provides information about actual annual expenditures from the previous fiscal year for all opioid-related programs at HHSC, DFPS and DSHS.

Report on the efficacy and efficiency of step-down services in diverting people from the state mental health hospital inpatient system into the community.

The Rider 58 Report provides information about the adequacy and efficacy of existing National Suicide Prevention Lifeline infrastructure in Texas to determine state preparedness to comply with federal National Suicide Hotline Designation Act of 2020.

The Texas Health and Human Services Commission Presentation to the Senate Health and Human Services Committee reviews the workforce issues in Long Term Care facilities.

This report provides information regarding $4.1 billion in behavioral health funding reported from SBHCC member agencies and institutions of higher education (including Medicaid behavioral health funding). 

Presentation to the Texas House of Representatives Human Services Committee on the 1115 Transformation Waiver status, implementation status of HB 133 (87R) and HB 2658 (87R), and overview of IDD Medicaid Waivers and Rider 30 update (SB 1, 87R).

Rider 50 requires HHSC to report semi-annually to the Legislative Budget Board and Governor regarding waiting lists for mental health services.
