The Non-Physician Mental Health Professionals serves as a mental health and substance use resource for school districts located in the region served by a regional Education Service Center (ESC) and in which the LMHA or LBHA provides services. The Legislature requires and annual report on the outcome of their services.
MHFA is an evidence-based curriculum used to teach individuals how to help someone who may be developing a mental health problem or experiencing a mental health crisis. Health and Safety Code, Section 1001.205(b) requires HHSC to report data on the number of persons trained in MHFA and a detailed accounting of expenditures.
Texas Education Code, Subchapter E, Section 8.152 directs Local Mental Health Authorities/Local Behavioral Health Authorities to employ an NPMHP to serve as a mental health and substance use resource for school districts located in the region served by a regional Education Service Center (ESC) and in which the LMHA/LBHA provides services and requiring HHSC to submit an annual report on the outcomes for school districts and students resulting from the services provided by the non-physician mental health professionals.
This report establishes Non-Physician Mental Health Professionals within the 20 regional ESCs to provide assistance to school districts and report on the outcomes of the activities of the Non-Physician Mental Health Professionals.
