Purpose

  • To provide TANF recipients who are disabled or caring for a disabled child with information about the requirement to pursue other income available to them.
  • To provide TANF recipients who are disabled or caring for a disabled child with information about the Social Security Administration's programs and procedures, and definition of disability.
  • To provide TANF recipients who are disabled or caring for a disabled child with information on how to apply for Social Security Administration benefits.
  • To provide TANF recipients who are disabled or caring for a disabled child with information about how disability is determined and the appeal process.

Procedure

When to Prepare

The advisor gives Form H1859 to the TANF recipient who claims to be disabled or caring for a disabled child, who is not receiving a disability payment from SSA, at certification.

Social Security Outreach Application Project (SSOAP) staff mails Form H1859:

  • 15 days after the first cut-off following certification accompanied with Form H1860, TANF Social Security Outreach Letter, to TANF recipients who claim to be disabled or caring for a disabled child, who is not receiving a disability payment from SSA
  • as a reminder 30 days after the initial SSOAP outreach, to TANF recipients who claim to be disabled or caring for a disabled child who is not receiving a disability payment from SSA.

Number of Copies

Give or mail one copy of Form H1859 to TANF recipients who claim to be disabled or are caring for a disabled child.
