The following documents must be submitted to the Health and Human Services Commission to support the Inventory for Client and Agency Planning ratings and increased supports and services being provided to a person in the Intermediate Care Facilities for Individuals with an Intellectual Disability or Related Conditions program, the Home and Community-based Services program or the Texas Home Living program that warrants an increased level of need due to extremely dangerous or life-threatening behavior.

The following documents must be submitted to the Health and Human Services Commission to support the Inventory for Client and Agency Planning ratings and increased services and supports for a person in the Intermediate Care Facilities for Individuals with an Intellectual Disability or Related Conditions Program or the Home and Community-based Services Program whose medical conditions require nursing interventions of 181 or more minutes per week. HHSC has posted the notice “Electronic Visit Verification (EVV) Transition: You Must Take Action Now!” (PDF) for program providers, financial management services agencies (FMSAs) and Consumer Directed Services (CDS) employers to review.

Program providers, financial management services agencies (FMSAs) and Consumer Directed Services (CDS) employers transitioning to the new state EVV vendor, HHAeXchange, are responsible for completing all required visit maintenance (including visit maintenance unlock requests) in their current EVV vendor system, DataLogic/Vesta or First Data/AuthentiCare.

To remain compliant with Electronic Visit Verification (EVV) requirements, program providers and financial management services agencies (FMSAs) transitioning to HHAeXchange or who have recently enrolled to provide personal care services (PCS), must complete onboarding and system user training before Oct. 1.

As previously announced, HHSC has modified the Long-term Care Medicaid Information (LTCMI) in the Texas Medicaid & Healthcare Partnership (TMHP) Long-term Care Online Portal to open the Resource Utilization Group (RUG) section for data entry of RUG III required items missing from (Minimum Data Set (MDS) Omnibus Budget Reconciliation Act (OBRAs) with an assessment reference date (ARD) on and after Oct. 1, 2023.
