This webpage provides planning and response information, resources and strategies that can assist the area agencies on aging network to better prepare for and respond to all types of emergencies, disasters, epidemics and pandemics.

The Medicare Improvements for Patients and Providers Act (MIPPA) [PDF] expands, extends and enhances outreach efforts to beneficiaries on Medicare Part D and for those with limited income. The State Health Insurance Program (SHIP), the Area Agencies on Aging (AAA) and the Aging and Disability Resource Centers (ADRC) are coordinating efforts to provide outreach to Texas beneficiaries with limited incomes statewide, and for general Part D outreach and assistance to beneficiaries in rural areas.

Home Delivered Meals provides nutritious noontime meals delivered to people in their homes on a scheduled basis. Meals may also be delivered to a location other than an individual's home, provided the location is within the provider's service area and is approved by the case worker. Those eligible for HDM are aged 18 years or older. An interest list is maintained for people interested in applying for this program. This page contains information for HDM providers.

Medicaid home and community-based services provide opportunities for people to receive long-term services and supports in their own home or community, rather than in an institution or isolated setting.

HHSC is submitting 29 Acres, an intentional community setting, to the federal Centers for Medicare & Medicaid Services (CMS) for heightened scrutiny review.

HHSC reminds HCS program providers that HHSC, with the assistance of Texas Medicaid & Healthcare Partnership (TMHP), is conducting on-site assessments of 3-person residences, 4-person residences, and Host Home/Companion Care (HH/CC) settings to ensure compliance with the federal HCBS Settings Rule.

HHSC has posted the state’s HCBS Settings Rule final Statewide Transition Plan (STP) for public comment. Notice of the STP was published in the Jan. 13, 2023 edition of the Texas Register. However, due to errors in the publication, a revised notice regarding the STP is expected to be published in the Jan. 27, 2023 edition of the Texas Register.

HHSC will submit a final Statewide Transition Plan (STP) to the Centers for Medicare and Medicaid Services (CMS). The STP is posted for public comment.
