The January 26 recording of the Intellectual and Developmental Disability (IDD) Programs and Provider Investigations (PI) Quarterly Webinar with Long-term Care Regulation (LTCR) is available.

The purpose of this letter is to provide guidance to local intellectual and developmental disability authorities (LIDDAs) and Home and Community-based Services (HCS) Program providers regarding implementation of the federal Home and Community Based Services (HCBS) settings regulations.

Medicaid and CHIP Services (MCS) is hosting monthly meetings for Providers and Financial Management Services Agencies (FMSAs) who use the Long-term Care (LTC) Online Portal for the Home and Community-based Services (HCS) and Texas Home Living (TxHmL) waiver programs.

HHSC has posted the state’s HCBS Settings Rule final Statewide Transition Plan (STP) for public comment. Notice of the STP was published in the Jan. 13, 2023 edition of the Texas Register. However, due to errors in the publication, a revised notice regarding the STP is expected to be published in the Jan. 27, 2023 edition of the Texas Register.

HHSC will submit a final Statewide Transition Plan (STP) to the Centers for Medicare and Medicaid Services (CMS). The STP is posted for public comment.

HHSC Long-term Care Regulation will host a webinar for Individualized Skills and Socialization, HCS, TxHmL and ICF/IID providers, regarding the latest information from LTCR.

IL 2023-03 is posted to the HHS site for HCS, TxHmL, LIDDA, FMSA and EVV.

HHSC approved payment rates for the Individualized Skills and Socialization in the DBMD waiver, HCS, and TxHmL programs, effective Jan. 1, 2023.
