SRO lets consumers select, train and manage most of the day-to-day activities of their attendants, such as when they work and how they perform their duties. The provider agency of the participant's choosing remains the employer of record and handles all of the personnel and business details

Documents must be submitted to the Health and Human Services Commission to support the Inventory for Client and Agency Planning ratings and increase in services and supports for a person in the Intermediate Care Facilities for Individuals with an Intellectual Disability or Related Conditions (ICF/IID) program or the Home and Community-based Services (HCS) program, and Texas Home Living (TxHmL) that warrants an increased level of need due to dangerous behavior.
