Training resources for CDS providers.

The Texas Health and Human Services Commission (HHSC) accepts applications from prospective providers through its open enrollment procurement process to contract for the Community Living Assistance and Support Services (CLASS) Medicaid waiver program. Under the open enrollment process, contracts are awarded on a noncompetitive basis to eligible applicants meeting the qualifications and other requirements established by HHS. There is no end date or dollar amount associated with the contracts awarded through this solicitation.

Medicaid home and community-based services provide opportunities for people to receive long-term services and supports in their own home or community, rather than in an institution or isolated setting.

Home Delivered Meals provides nutritious noontime meals delivered to people in their homes on a scheduled basis. Meals may also be delivered to a location other than an individual's home, provided the location is within the provider's service area and is approved by the case worker. Those eligible for HDM are aged 18 years or older. An interest list is maintained for people interested in applying for this program. This page contains information for HDM providers.

The term "negotiated rulemaking" specifies a particular process to be used to draft a proposed rule. This process provides for a group of 12-15 stakeholders who represent differing interests affected by the proposed rule to negotiate and potentially reach agreement on a proposed rule.
