As previously announced, HHSC has modified the Long-term Care Medicaid Information (LTCMI) in the Texas Medicaid & Healthcare Partnership (TMHP) Long-term Care Online Portal to open the Resource Utilization Group (RUG) section for data entry of RUG III required items missing from (Minimum Data Set (MDS) Omnibus Budget Reconciliation Act (OBRAs) with an assessment reference date (ARD) on and after Oct. 1, 2023.

HHSC is hosting Electronic Visit Verification (EVV) policy training webinars for program providers, financial management services agencies (FMSAs) and Consumer Directed Services (CDS) employers to complete the EVV policy training requirement.

HHSC sent a GovDelivery notice on Sept. 13 for the new and revised Electronic Visit Verification (EVV) alternative device policy. This notice is to correct what was previously posted.

HHSC reminds nursing facility providers to submit Medicaid occupancy reports to the Medicaid Occupancy Reporting System no later than the fifth day of the month following the last day of the reporting period.

To remain compliant with Electronic Visit Verification (EVV) requirements, program providers and financial management services agencies (FMSAs) transitioning to HHAeXchange or who have recently enrolled to provide personal care services (PCS), must complete onboarding and system user training before Oct. 1.

HHSC has posted the new and revised policies for alternative devices effective Oct. 1, 2023, that will be added to the Electronic Visit Verification (EVV) Policy Handbook in an upcoming handbook revision.

CDS Budget Workbooks have been updated and published to the CDS Forms and Handbooks webpage to reflect rate increases effective Sept. 1, 2023.

Texas Medicaid & Healthcare Partnership (TMHP) updated the Electronic Visit Verification Portal and posted a reminder to complete the required EVV portal training on Sept. 7.

Texas Health and Human Services Commission (HHSC) is accepting comments from stakeholders on the following draft rules.

Program providers, financial management services agencies, CDS employers, service attendants and CDS employees may continue using their current EVV systems, AuthentiCare (First Data) or Vesta (DataLogic) through Sept. 30, to record visits for personal care services.

Minimum Performance Standards – Calendar Year 2022 Results are available.

Long-Term Care Regulation staff and program providers are invited to attend the following in-person classes hosted in September.

Program providers and financial management services agencies who will use the new State EVV vendor, HHAeXchange, are allocated free alternative devices up to 7.5% of the program providers or FMSAs member census.

On July 31, 2023, the Centers for Medicare and Medicaid Services (CMS) approved the Quality Incentive Payment Program for Nursing Facilities (QIPP) for a seventh program year. QIPP SFY 2024 launches Sept. 1, 2023.
