In March 2020, HHSC started a temporary policy change for respite and Community First Choice (CFC) Personal Assistance Services (PAS)/Habilitation (HAB) provided in the Home and Community-based Services (HCS) and Texas Home Living (TxHmL) waiver programs. This temporary policy change is effective March 27, 2020, through March 31, 2025. HHSC will provide guidance if anything changes.

The Texas Medicaid & Healthcare Partnership (TMHP) has published the Proprietary System Operator (PSO) 2024 Onboarding schedule to the EVV Proprietary Systems webpage.

HHSC is continuing to work with Texas Medicaid & Healthcare Partnership to develop a solution to allow visit maintenance for EVV Proprietary System Operators who lost access to the EVV system where the visit was entered.

Effective April 22, Electronic Visit Verification (EVV) program providers, financial management services agencies (FMSAs), and Consumer Direct Services (CDS) employers who use HHAeXchange as their EVV system may now perform visit maintenance processes for dates of service prior to their go-live date with HHAeXchange.

EVV policy does not require program providers and financial management services agencies (FMSAs) to enter schedules into the EVV system, however, each program has its own requirements related to schedules.

Nurse Aides (NAs), Medication Aides (MAs), Nursing Facility Administrators (NFAs), and Nurse Aide Training Competency Evaluation Programs (NATCEPs) are now required to use the new credentialing system in the Texas Unified Licensure Information Portal (TULIP) for licensing certification or permitting activities.

HHSC has posted the new and revised policies for using the mobile method, effective April 1, 2024, that will be added to the Electronic Visit Verification Policy Handbook in an upcoming revision.

As a reminder, beginning April 1, Electronic Visit Verification (EVV) visit transactions with dates of service on or after April 1, 2024, will receive new visit transaction rejection codes, if the EVV Aggregator receives incomplete or incorrect data.
