HCS Applicant Examinations

Program providers who are interested in becoming a contractor with Texas Health and Human Services (HHS) for the Home and Community Based Services (HCS) and Texas Home Living (TxHmL) waiver programs are required to complete the Provider Applicant Training (PAT) and take a proficiency exam for each waiver program. Passing these exams with an 85% or higher is required before any potential program provider will be issued a contract to provide waiver services for either of these programs. The training and exam are available through the HHSC Learning Portal. You can learn more on how to take the PAT training and exam on our PAT FAQ (PDF).
