Individual Plan of Care Submissions

What if I make a mistake on an IPC that has already been authorized by HHSC and was submitted through the portal?

For example, if an IPC was authorized for 10 units of respite, but Texas Medicaid & Healthcare Partnership (Medicaid Eligibility Service Authorization Verification) only shows five, the provider would fax a Form 2067 to Provider Claims at 512-438-4380, and ask for the data correction to be made in TMHP (MESAV).

For Home and Community-Based Services/Texas Home Living Waiver/Intermediate Care Facility, continue to use the Client Assessment, Review and Evaluation and TMHP systems as you do today.

What if I need an IPC error corrected?

For example, if the provider added 10 units of respite, but intended to submit 15 units of respite, the provider will need to call 512-438-4896 for Utilization Review or 512-438-2484 for Program Eligibility and Support for direction on how to proceed.

For HCS/TxHmL/ICF, continue to use CARE and TMHP as you do today.

Assignments

Will I be able to see the name of the reviewer assigned to my packet?

No. You can see the packet has been assigned for review and its status. Use the message line at 512-438-4896 for Utilization Review or 512-438-2484 for Program Eligibility and Support to follow up on the status of the packet. (Aug. 31, 2017).

Billing

Will I still bill for services as I do today?

Yes, the IDD Operations Portal is not replacing your current billing practices.

Where do I find Service Authorizations?

The portal is not replacing CARE, TMHP, Service Authorization System, or any of the applications you are currently using to bill or view service authorizations.

Making Submissions

How will I know if my submission was received by HHSC?

The IDD Operations Portal displays a message to the sender after a packet is successfully submitted. The message also indicates the packet number.

What documents can I submit through the IDD Operations Portal?

What file types are accepted in the IDD Operations Portal?

Most common file types are accepted. For example, Word documents, PDF, HTML, Jpeg, etc.

Packets

What does “successful submission” mean?

It means your submission was received by HHSC, but this does not indicate it was approved.

Does “packet complete” mean the packet has been approved?

No. “Packet Complete” means the review is completed and there is no further action required on your part. The portal is not an approval/denial system. Review any comments or attachments to determine the decision regarding your packet.

What if I successfully submit a packet but realize I forgot to upload a form or I uploaded the wrong form?

The submitter can modify a packet in draft status only. If you have already clicked submit, email us at idd_ops_portal@hhs.texas.gov or call us at 512-438-4896 for Utilization Review or 512-438-2484 for Program Eligibility and Support and give us the packet number. An HHSC staff member will return the packet to you. After the packet is returned, upload the form and return the packet.

What if I submit a packet for the wrong person?

The submitter is allowed to modify a packet in draft status only. If you have already clicked submit, email us at idd_ops_portal@hhs.texas.gov or call us at 512-438-4896 for Utilization Review or 512-438-2484 for Program Eligibility and Support and give us the packet number. An HHSC supervisor will delete the packet. You can begin a new packet for the correct person.

Remands/Returns

How will I receive a remand for a submission made through the portal?

You will receive an email through the portal notifying you that the packet has been returned for revision. You can also check for remands under the “Packets Pending Action” tab with the status “Returned for Revision”.

Security Authority

What if I requested access but our security authority is out of the office and not available?

You will have to wait for the security authority to grant access. We recommend each entity have at least two security authorities.

If I have multiple security authorities, will each get the same email when someone requests access?

Yes. If you have more than one security authority, each will receive the same email and any security authority can grant or deny requester's access.

How do I register to use the IDD Operations Portal?

Refer to the IDD Operations Portal User Guide (PDF). If you are experiencing technical difficulties, submit an email to idd_ops_portal@hhs.texas.gov.

Will the portal delete my access if I don’t log in for several days?

No; however, your IDD Operations Portal access will be de-activated after 90 days without a log in to the portal. You will have to request access through the Community Provider Portal Single User Setup again.

System

How do I access the IDD Operations Portal?

The IDD Operations Portal can be accessed through the navigation page URL at txhhs.force.com/.

What is the IDD Operations Portal replacing?

It is replacing document submissions via faxes and mail.

Will the portal time out after a period of inactivity?

Yes. The portal will notify you before timing out with a pop-up notification asking if you want to continue working. If there is no response, the session will automatically log out.

Billing

Is the IDD Operations Portal replacing applications I currently use, such as CARE, TMHP Portal and SAS?

No, the portal is not replacing any of the applications you are currently using. You will continue to use the billing systems as you do today.
