Medicaid Occupancy Reports | Texas Health and Human Services

Each month, the Texas Health and Human Services Commission (HHSC) requires nursing facilities who participate in the Medicaid program to report census on occupied Medicaid bed days, census of the licensed beds and children under the age 22. Read monthly occupancy report rules at 26 TAC Section 554.2322(l).

Effective Aug. 1, 2015, facilities are required to submit an online Monthly Medicaid Occupancy Report, no later than the 5th day of the month (reporting on the previous month's census).

HHSC collects the occupancy reports and compiles the data into five reports for the public each month. The various reports are linked below.

HHSC Occupancy Reports
Name of Report	Description
Facility Report	Lists facility identification numbers. Each facility's occupancy rate is calculated in whole numbers.
No Encumbered	Shows totals for all Medicaid beds and residents in each county.
With Encumbered	Shows totals for all Medicaid beds and residents in each county, plus beds that have been approved but not yet certified. Beds are approved to a provider and are on hold and awaiting new construction.
Facility Census	Shows total licensed beds occupied on the last day of the month.
Six-Month County Occupancy Report	Shows six months of county occupancy percentages.
