Inventory for Client and Agency Planning Resources

The following indicates the essential resources and guidelines for correctly completing the Inventory for Client and Agency Planning (ICAP) for individuals enrolled in the:

  • Home and Community-based Services (HCS);
  • Texas Home Living (TxHmL); and
  • Intermediate Care Facilities for Persons with an Intellectual Disability (ICF/IID) programs.

The ICAP training video below is provided to ensure providers and local authorities (LAs) correctly administer and complete the ICAP in accordance with Texas Health and Human Services Commission (HHSC) standards. Viewers will learn the criteria for rating the ICAP Adaptive Behavior skills and Problem Behavior section for individuals enrolling/enrolled in the HCS, TxHmL and ICF/IID programs.

ICAP Supplementary Guidelines

The following document clarifies scoring instructions for the ICAP.  HHSC requires that ICAPs be completed for individuals enrolling and enrolled in the HCS, TxHmL and ICF/IID programs. HHSC requires the ICAP be completed and administered according to instructions , to establish consistent Levels of Need and reimbursement rates.
